Pure design advisory — site visits, concept design, 3D visualisation, material specification, project coordination — is a professional service attracting 18% GST under SAC 998392. The designer only provides knowledge and expertise; the client or separate vendors procure and install materials.

When the designer also procures materials (furniture, flooring, paint, lighting) and executes the full fit-out, it becomes a works contract under SAC 995411 — 18% GST on the entire contract value including material cost. The distinction matters because the taxable value is different: design-only invoices are for professional fees only, while works contracts include the full project cost.
