What is the GST Registration Threshold for Freelancers?

Freelancers providing services are required to register for GST if their aggregate annual turnover exceeds Rs 20 lakh in most states, or Rs 10 lakh in special category states (Manipur, Mizoram, Nagaland, Tripura). Below this threshold, GST registration is optional. However, if you provide services to clients outside India — such as foreign clients paying in USD or EUR — that income is classified as export of services and may be exempt from GST regardless of turnover.

Yes. Unregistered freelancers can issue a simple bill of supply or a service invoice without a GSTIN. The invoice should not show any GST charges since you are not registered to collect tax.   • If you provide online information and database access or retrieval (OIDAR) services to non-GST-registered customers in India
  • If you supply goods or services through an e-commerce operator (such as a marketplace platform) that deducts TCS

What SAC Code Should Unregistered Freelancers Use?

SAC codes are technically required only for GST-registered businesses. Unregistered freelancers can mention the SAC code as a courtesy on their bill to help clients with their own accounting, but it is not a legal requirement. Common SAC codes for freelance services: 998314 for IT and software services, 998311 for management consulting, 999299 for other professional services, 998361 for design and creative services.
