Both credit notes and debit notes are issued by the supplier, not the buyer. The buyer issues a "purchase return" in their own books but does not issue a GST debit/credit note.
Time Limit for Issuing Credit Note
This is critical — a credit note must be issued within a strict time limit. You must issue the credit note by the earlier of: (a) 30th November following the end of the financial year in which the supply was made, or (b) the date of filing the annual return (GSTR-9) for that year.
Example
If you supplied goods in June 2026 (FY 2026-27) and realise in October 2026 that you overcharged, you must issue the credit note by 30 November 2027. If you file GSTR-9 for FY 2026-27 earlier than that date, you must issue it before filing GSTR-9.
Time Limit for Debit Note
There is no specific time limit for issuing debit notes. However, since a debit note increases your tax liability, it should be issued promptly and reported in the GSTR-1 of the month in which it is issued.
Mandatory Fields in a GST Credit/Debit Note
A credit note or debit note must contain:
The word "Credit Note" or "Debit Note" prominently
Name, address, and GSTIN of the supplier
Nature of the document (credit note or debit note)
Serial number — unique within the financial year
Date of issue
Name, address, and GSTIN of the original buyer
Original invoice number and date to which it relates
Value of goods or services (revised amount)
Taxable value and tax amount — CGST, SGST, IGST separately

How Credit/Debit Notes Affect GSTR-1 and ITC
Credit notes and debit notes are reported in GSTR-1 (Table 9B for credit notes and debit notes). The buyer can then see the revised tax amount in GSTR-2B and adjust their ITC accordingly. If a credit note reduces the supplier's output tax, the buyer must also reduce their ITC by the same amount.

Can a credit note be issued without reference to an original invoice?
No. A GST credit note must always reference the original invoice number and date. This linkage is how the GSTN system matches the adjustment to the original supply.
What is the GST on a credit note — positive or negative?
