Nil Rated vs Exempt Supply in GST — Key Differences Explained

Nil-rated, exempt, and zero-rated supplies are three different categories under GST — all result in zero GST being charged, but they differ significantly in ITC treatment, invoice type required, and how they are reported in GST returns. Getting this wrong affects ITC claims and GSTR filing.

Nil-Rated vs Exempt vs Zero-Rated — Comparison

Category GST Rate ITC on Inputs Invoice Type Example
Nil-rated 0% (in GST schedule) Blocked Bill of Supply Salt, fresh vegetables
Exempt Exempt (by notification) Blocked Bill of Supply Healthcare, education
Zero-rated 0% (export/SEZ) Refundable Tax Invoice Exports, SEZ supplies
Non-GST Outside GST scope Blocked Normal invoice Alcohol, petroleum

Why Zero-Rated Is Different From Exempt

The most critical distinction is ITC. For nil-rated and exempt supplies, ITC on inputs is fully blocked — the supplier cannot claim back GST paid on raw materials used for making nil/exempt goods. For zero-rated supplies (exports and SEZ), the supplier CAN claim ITC and get a refund, even though no GST is charged on the output. This makes exporting under GST very favourable — exporters recover all input taxes while charging zero output tax. Businesses with both taxable and exempt supplies must apportion ITC — only the portion of ITC attributable to taxable supplies can be claimed.

Example

A milk processing company sells fresh milk (exempt) and flavoured milk (12% GST). ITC on milk procurement (exempt output) must be reversed. ITC on packaging used for flavoured milk (taxable) can be claimed. ITC on shared inputs like machinery is apportioned proportionally between exempt and taxable turnover.

FAQs

What is nil-rated supply under GST?

Nil-rated supplies have a 0% GST rate listed in the GST schedule (e.g., fresh vegetables, eggs, salt). No GST is charged, and ITC on inputs used for nil-rated goods is blocked.

What is an exempt supply under GST?

Exempt supplies are excluded from GST by notification (e.g., healthcare, educational services by recognised institutions). No GST charged, no ITC on related inputs.

What is zero-rated supply?

Zero-rated means the supply is technically taxable at 0% — typically exports and SEZ supplies. The supplier can claim a full refund of ITC on inputs used for zero-rated supplies.

Do I issue a tax invoice or bill of supply for exempt goods?

Bill of Supply for nil-rated and exempt supplies. Tax Invoice (showing 0% GST) for zero-rated supplies (exports), with the mandatory LUT declaration.

Why Businesses Stop Using Excel for GST Invoices

Manual GST calculation mistakes

One wrong CGST/SGST split or a misapplied rate triggers notices and ITC denial for your buyer.

Slow invoice creation

Copying last month's Excel file, updating dates, recalculating — 20 minutes for what should take 30 seconds.

Formatting breaks on every device

Excel invoices look different on every printer and PDF converter. Clients complain about unreadable layouts.

No easy sharing or payment link

Sending PDFs over WhatsApp with no way for clients to pay directly slows down collections.

Incorrect tax type (IGST vs CGST+SGST)

Excel can't auto-detect intra vs inter-state supply. Wrong tax type = ITC rejected for your buyer.
